A bill seeking to grant amnesty for treasury looters has been passed by the Senate and it’s causing a lot of uproar among Nigerians who think it is a way to encourage corrupt practices.

Below are 10 things you should know about this bill according to the International Centre for Investigative Reporters:

1. ORIGINAL TITLE:

Popularly known as ‘Bill for Amnesty for Treasury Looters’, the bill is actually titled ‘A Bill for an Act to establish a Scheme to harness Untaxed Money for Investment Purposes and to assure any Declarant regarding Inquiries and Proceedings under Nigerian Laws and for other matters connected therewith’.

2. ITS ORIGIN:

The bill was proposed by Linus Okorie, member House of Representatives representing Ohaukwu/Ebonyi Federal Constituency of Ebonyi state.It was read in the Green Chamber for the first time on June 14, 2017, and it scaled through the second reading in July.

3. WHAT IT ACTUALLY MEANS:

According to Okorie, the bill “seeks to allow all Nigerians and residents who have any money or assets outside the system or have acquired such money or assets illegally (looted or any variant of the cliché) to come forward, within a set time-frame, to declare same, pay tax/surcharge and compulsorily invest the funds in any sector of the Nigerian economy; and be granted full amnesty from inquiry/prosecution”.

4. TIME FRAME:

The bill is expected to operate for three years from the date of commencement, with the establishment of the Voluntary Taxable income Recovery and Amnesty scheme.

5. PROPOSITION:

The bill, dubbed ‘Economic Amnesty,’ provides in Section 4, a 30 percent tax and additional surcharge of 25 percent of such tax. While the proposed tax would be remitted to the federation account for distribution to all tiers of government, the surcharge is to be remitted directly to specific agencies towards agricultural and infrastructural development of the nation.

It proposes that 25 per cent of the money will be paid as tax, to be shared by the three tiers of government. Thirty percent of the money will be invested in agriculture, while the rest will be invested in any choice sector of the economy.

It provides in Section 3 (1) that “…any person may make, on or after the date of commencement of this Scheme but before a date to be notified by the Central Bank of Nigeria in an Official Gazette, a declaration in respect of any income chargeable under the income-tax law for any assessment prior to the enactment of this Act.”

Section 3 (2) states that: “Where the income chargeable to tax is declared in the form of investment in any asset, the fair market value of such asset as on the date of commencement of this Scheme shall be deemed to be the undisclosed income for the purposes of sub-section (1).”

6. COMPULSORY INVESTMENT OF ‘STOLEN’ FUNDS:

The bill proposes that “the amount declared from the undisclosed income shall (after payment of the tax, surcharge in respect of the declaration) be invested in Nigeria by the declarant in any sector of the Nigerian economy.”

The proposed law also exempts all declarations made from further assessment/taxation by any tax authority within Nigeria, outside the tax and surcharge provided therein.

In the bill, the Federal Government has powers to make consequential “orders not inconsistent with the Scheme to remove any difficulties” that may arise in the course of implementation.

7. THE BENEFITING GOVT AGENCIES:

The agencies are the National Agricultural Research Development Fund and the Nigerian Infrastructure Fund.

8. MANAGER:

The Central Bank of Nigeria (CBN) is to manage the scheme, while the declaration would be made to the Chairman of the Federal Inland Revenue Service (FIRS).

9. AMNESTY FOR LOOTERS:

In return, the bill proposes a total and comprehensive amnesty for all declarants from all otherwise repercussions under Nigerian laws and further provides that all such declarations shall be inadmissible in evidence against the declarant except in ‘matters of national security.

Matters of national security are those facts and issues to be determined by a court of competent jurisdiction before effect is given to the exception, the bill says.

Outside the exception on grounds of national security, no declarant shall be required to state the source or sources of the assets or income declared.

10. ‘WORKABLE’ SOLUTION TO CAPITAL FLIGHT:

The lawmaker said the scheme would be a workable solution for reversing capital flight that has bedevilled the Nigerian economy, and initiate a reverse flow through resultant repatriation.

Meanwhile, the controversial bill has been denounced as ‘satanic’ by Hon. Ehiozuwa Johnson Agbonayinma, the chairman of the House of Representatives Ad-hoc Committee on US/Nigeria Relations.

He stated that if the bill passes into law, it would be retroactive for the country and will encourage corruption.

He noted that separate laws cannot be made for treasury looters when ordinary Nigerians are being jailed for stealing as little as N1000.

Winners emerge in Union Bank promo draw by AngelPrisi(f) : 12:50 pm On Jul 21

Union Bank says new lucky winners have emerged from its UnionKorrect Exclusive promo draw.

In the draw which took place in Port Harcourt, the bank rewarded 19 customers with a total of N13.5m, Union Bank said in a statement on Thursday.

The lender said 15 customers won N500,000 each; three customers were awarded N1m each while one customer from Enugu won the grand prize of N3m.

It said the selection of winners was conducted in a draw, which was supervised by officials of the Consumer Protection Council.

The UnionKorrect Exclusive saving product, which was launched in 2015, is a sub-account linked to customers’ savings or current accounts.

It allows holders to earn high interest rates while saving a fixed amount of money for a two-year period.

Speaking at the draw ceremony, the Head, Retail Segments, Union Bank, Paul Aseme, said it was important for the bank to deliver on the promise made to customers during the launch of the promo.

“Union Bank is committed to supporting its customers as they work towards achieving their individual goals. For us, this draw is a great opportunity to express our commitment to our customers in this regard as we reward them for imbibing the saving culture.  As a bank, we intend to continue investing in innovative products and services that will improve the lives of our customers in all aspects of life.”

DEATH OF KIDNAPPERS

A four (4) man Armed Kidnap syndicate who has been terrorizing Aba and its environs has been smashed by Detectives attached to Omoba Division on 19th July, 2017, at Ovungwu, Isiala-Ngwa South Local Government Area Abia State.

The syndicate had on 18th July, 2017, in Osisioma Ngwa abducted one Onyemaechi Mbamaonyeukwu Ijeoma m, the Managing Director of Mba Hotels Aba in his ash colour Nissan Infinity Jeep with Reg. No. GWA 807 DH and held him hostage in an uncompleted building at Umuajuju Ovungwu, Isiala Ngwa South LGA while negotiating for ransom.

On a tip off, the Detectives led by their DPO, swooped on the hoodlums’ den where the gang opened fire on sighting them. During a shootout, two of the Kidnappers later identified as Nwadibia and Monday were gunned down while others escaped with bullet wounds. The victim was rescued unhurt and one of the Detectives sustained some injuries.

Items recovered include the victim’s Nissan Infinity Jeep, two (2) motorcycles and four (4) GSM phones. The injured Detective is responding to treatment, victim reunited with his family and man-hunt for the fleeing members of the gang continues.

Members of the public are enjoined to volunteer information to the Police or any other Security Agency on anyone found with bullet wounds, please.

The leader of the Indigenous People of Biafra, Nnamdi Kanu has been described by the Reformed Oodua Peoples Congress, OPC, as a “nonentity” for berating former President Olusegun Obasanjo and a National Leader of the All Progressives Congress, APC, Bola Tinubu.

In a statement by the National President, Dare Adesope, the group warned that it will no longer sit back and watch Kanu insult Yoruba elders.

The group also described the IPOB leader as a man alien to respect for elders.

The statement reads, “The OPC also supports the genuine aspirations of all self-determination groups who pursue their aims through non-violent means.

‘I Have Instructed IPOB Members To Kill Obasanjo’ – Nnamdi Kanu

“The Nigerian constitution and several international charters, to which the country is a signatory to, recognise the right to freedom of association by anybody, whether individual, corporate or institutional.

“However, in supporting such agitations, we must not shy away from rebuking Nnamdi Kanu for the aspersions he has been casting in the direction of our revered leaders.

“Kanu’s repeated condemnation of former President Olusegun Obasanjo; former Governor of Lagos State, Asiwaju Bola Tinubu and others is condemned in the strongest possible terms.

“The idea of respect for elders might be alien to Kanu and his ilk, but it is a fundamental part of the Yoruba culture and tradition and we cannot afford to overlook such transgressions.

Zari Hassan has today lost her mother. Halima Hassan passed away while undergoing treatment at Nakasero Hospital in Kampala Uganda,NairobiNews reports.

She was hospitalized last month after she suffered a heart attack and after spending a few days in hospital, she returned home. She was later re-admitted at Nakasero where she died.

It has been a tough few months for the boss lady as her ex husband, Ivan Ssemwanga passed away only a few months ago following a heart condition.

Zari announced her mother’s departure on Instagram in a heartfelt message and described her mum as ‘our old sun.’

The West Africa Examination Council (WAEC) has released information to candidates who sat for the 2017 examination on how they can call for the re-mark of any subject.

NAIJ.com had reported that the results were released on Monday, July 16.

WAEC via its twitter page responded to a query on how to call for the re-mark of a subject by a candidate.

The exam body explained that this can only be done by the school were the exam was registered within 60 days of the release of the result.

Of those that wrote the examination, 923,486 candidates, representing. 59.22%, obtained minimum of credits in 5 subjects & above, including English Language and Mathematics.

This performance is better than for 2015 and 2016 where it was 38.68% and 52.97%, respectively.

The Punch reports that Mr. Olu Adenipekun who is the head of the WAEC national office said some results were being withheld due to error but promised that the problems will be rectified.

He said: “Out of the total number of candidates that sat for the examination, 1,471,151 candidates, representing 94.36 per cent, have their results fully processed and released, while 95,734 candidates, representing 5.64 per cent, have a few of their subjects still being processed due to errors traceable to the candidates in the course of registration or writing the examination.

“Such errors are being corrected by the Council to enable the affected candidates get their results fully processed and released.”

A 40-year-old engineer, Mr. Andy Uzor, has told an Ifako Ijaiye Customary Court, Ogba, Lagos State, that he was ready to mend fences with his wife, Mrs. Uzor Adaeze Favour, even though she was living with her lover in a building adjacent to his.

The 32-year-old Favour, a fashion designer, filed for divorce, claiming that her husband used to beat and strip her in public. She also said that her husband had refused to pay her bride price, even after three children.

She said there was no more love in the marriage. According to her, she and Andy had been living together since 2008.

She said: “He has refused to go and see my parents in Delta State.

Every time I remind him, he would say he didn’t have money.”

But Uzor said that since Favour moved out their matrimonial home in May 2016, he had discovered that she was living with another man in the building next to his.

The man promised that he would go and see Favour’s parents, in order to pay the bride price if the court did not dissolve the union.

But Favour insisted she wanted the marriage to be dissolved and urged the court to give her custody of the three children.

Take it or Leave it, Manchester United signing of Romelu Lukaku from Everton has put them in the driving seat for the Premier League title challenge next season.

Though, the script initially had a different twist.

English Champions Chelsea were in pole position to sign the Belgium striker .In fact, had the move materialised, it would have been the perfect love story.

Lukaku, 24, joined Chelsea for a fee reported to be around €12 million (£10 million), rising to €20 million (£17 million) in add-ons in August, 2011.

On 13 May 2012, he started his first Premier League match, against Blackburn Rovers, and turned in a man of the match performance, providing an assist for John Terry’s opener.

Unfortunately though, the striker spent majority of the season playing for the reserves.

Angry at not getting enough game time, a loan to West Brom and Everton came along as he slowly departed from Stamford Bridge.

He was so anxious to leave Chelsea that, in 2012, after Chelsea won the UEFA Champions League, he refused to hold the trophy as ‘he didn’t feel like a winner’.

So it was met with positives when Blues boss Antonio Conte was interested in bringing back the Belgium international to Stamford Bridge especially with the imminent departure of Diego Costa.

Lukaku had something to prove.

After conquering the par challenge of playing for a mid table team like Everton; scoring 53 goals in 110 appearances, a move to a big club like Chelsea under the tutelage of the excellent Conte is the ideal stepping stone to a better career which would see him win big trophies and other personal achievements.

Perfect twilight story right eh? Not quite.

Well the sagacious Jose Mourinho stepped in- And after several calls and clandestine meetings- Romelu Lukaku magically changed his mind and instead headed North West to Manchester.

Though Chelsea have made amends with the signing of Alvaro Morata, Romelu Lukaku is ostensibly the better choice- considering his Premier League experience and better goal ratio.

Bank manager on trial over N40m theft by AngelPrisi(f) : 2:45 am On Jul 22

A bank manager, Elliot Abiodun, who allegedly stole $110,000 (N40 million) from Sterling Bank, was on Friday arraigned before an Igbosere Magistrates’ Court in Lagos.

Abiodun, whose residential address was not given, is standing trial on a two-count bordering on conspiracy and stealing.

The Prosecutor, Sgt. Friday Mameh, told the court that the accused committed the offences on June 3, at 10am in Lagos.

He said the accused stole the $110,000 property of Sterling Bank Plc.

The prosecutor said the offences contravened Sections 287(8) and 411 of the Criminal Law of Lagos, 2015.

The accused however pleaded not guilty to the charges.

Counsel to the accused, Mr T.J. Agoro, urged the court to grant his client bail.

Agoro told the court that he would stand surety for the accused and ensure that he showed up in court till the determination of the case.

The Magistrate, Miss O. A. Olagbende, released the accused to his counsel on the grounds that the lawyer would ensure that the accused attends court’s proceedings.

The Magistrate adjourned the case until Sept. 19 for mention.

Senate Vows To End LAUTECH Crisis As Saraki Meets Students (Photos) by AngelPrisi(f) : 6:35 am On Jul 22

The senate has vowed to bring to an end the crisis bedeviling the Ladoke Akintola University of Technology (LAUTECH) that led to the closure of the institution for almost two years.

Speaking while receiving a delegation led by the president of LAUTECH Alumni Association, Professor Adewale Sunday, in Abuja, the President of the Senate, Dr Abubakar Bukola Saraki, described the continuous closure of the school as “pathetic and unacceptable.”

Saraki, in a statement by his Special Assistant on Public Affairs, Mohammed Isa, reiterated the commitment of the Senate to the quick resolution of the crisis.

“The Senate is touched by the ongoing 2-year strike at LAUTECH. Now that we have taken up this issue, we are not going to stop until action is taken,” Saraki said. “In the past week, I have had the opportunity to speak to the Minister of Education on the issue, and he has reassured me that efforts are being made to bring representatives of both governments together to resolve the ownership affair between the two states.”

He added: “Additionally, we can argue from now until tomorrow about the ownership of the University, however, all parties concerned must know that the LAUTECH’s students and their parents are the ones that are affected by this; hence, swift action must be taken.

“Moving forward, we will continue to fight for the students of LAUTECH so that soon, the doors of that university will be reopened.”

Saraki, who commended the students for their patience and peaceful conduct, also urged them to remain calm, as “there is light at the end of the tunnel. We are on your side.”

Earlier, the Chairman of the Alumni, Professor Sunday, urged the Federal Government, to as a short term solution provide intervention fund to the institution for immediate resumption of academic activities.

He further urged the Federal Government to initiate the process of resolving the ownership tussle of the LAUTECH as permanent solution to the crisis.

Among the delegation were representatives of the institution’s Academic Staff Union of Universities (ASUU), Non-Academic Staff Union of Universities (NASU) and the Students Union Government (SUG).

The drama started recently after the New York Times profiled famous transgender woman Amanda Lepore whose debut memoir Doll Parts has just been released.

In her book, Ms. Lepore claimed she had a sexual relationship with a high profile rapper, and though she didn’t name names, all indications point at Kanye West, BET is reporting.

Here’s how the NYT dropped the hint on Kanye:

“Ms. Lepore describes having an assignation with a famous rapper whose songs often play in the clubs she frequents. Soon after, she writes, he got married, and ‘I couldn’t help but think that his wife had a similar body type to me.’”

That line about her body ignited the speculations that the ‘wife’ could be Kim Kardashian, because like Kim K, Lepore also has a voluptuous figure.

But Kanye’s friend is already shooting down the rumour. In a statement to Page Six, the friend said the alleged sexual affair is “not within the realm of possibility.”

Kanye West himself has yet to speak up since the news surfaced.

Ghanaian actor and farmer, John Dumelo, has advised men not ever marry a woman who is financially more buoyant than them.

According to the actor, ‘fortunately or unfortunately, when women have a lot of money, they tend to be somehow disrespectful.

‘Dumelo revealed this on GTV program dubbed ‘What Men Like’, and the conversation was centered on whether men like dating ladies who are financially well off.

The actor also went ahead to explain the kind of woman he would love to settle for.

“I just want a woman who is OK but the potential is there to be rich, for us to be rich together. She’s ambitious, she’s a go getter, she’s entrepreneurial. We can get the money together.

”He added that if he had to date a woman like that, he would just have to make sure not to depend on her financially.“I don’t mind going out with a woman who has more money than I do but I would make sure I have my own money as well. I wouldn’t want acase where I depend on the woman financially”.

Aphex Twin is opening an online record store. For his own music, of course. The Vinyl Factory reports that Richard D. James has started his direct-to-fans store with reissues of his back catalog including … I Care Because You Do and newer stuff like Computer Controlled Acoustic Instruments pt2. More than that, there’s a ton of digital-only and unreleased music on offer as well. What’s available today isn’t the half of it, though. “ALL Rephlex material will be going up here in due course+xtras,” a note at the bottom of the site reads.

Of course, James isn’t the first to sell direct to fans (Talib Kweli, Nine Inch Nails and Run the Jewels, for example, have been doing so for awhile), but with someone as enigmatic — not to mention prolific — as he is, this is pretty rad.

Lagos LG Election: Police Officers Nab Five Fake Party Agents by AngelPrisi(f) : 2:27 am On Jul 23

As the Local Government elections progresses in Lagos State, as many as five fake party agents have landed in police trouble.

The Lagos State Police Command said five fake party agents have been arrested.

It, however, did not state where the arrest was made and the identities of the suspects.

According to Punch Metro, it was learnt that the suspects were apprehended by policemen attached to the Area F command.

The Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole confirmed the arrest.

“But I am yet to get details of the suspects. They are in our custody,” he added.
